This is a New Old Stock Capacitor from SANYO Semiconductors it comes in 820uF 4V, P/N: 4SP820M (Leaded). SP Series has large capacitance with low ESR. It is optimum to use around MPU of computer equipment. Also, suitable for audio because OFC is used as the lead wires.
As shown in the picture, the legs are oxidized but may easily be removed during soldering by applying flux.
